src="/web/20170227074642im_/http://www.cnptb.cn/uploadfile/2015/0714/20150714092420691.jpg"></div><br>新华网北京７月１３日电（记者倪元锦）人社部等日前下发通知，要求各地按规定发放高温津贴。尽管国家早有相关规定，但许多地方仍有不少公众吐槽称“没领到”。高温津贴“缺失”或被偷梁换柱克扣，必须严厉查处。<br><br>高温天气是指地级市以上气象主管部门所属气象台向公众发布的日最高气温３５°Ｃ以上的天气。１３日入伏当天，东部地区普遍突破３５°Ｃ，华北、西北不少地方日最高气温逼近４０°Ｃ，北京进入高温“２级橙色”预警，河北南部、山东西北部甚至进入４０°Ｃ以上的“烧烤模式”。<br><br>记者梳理发现，目前全国有２７个省区市已出台“高温津贴”标准，但多地标准数年未涨，如广东、山东、湖南仍分别沿用十年前的津贴额度标准。即便如此，许多中小企业的员工、流动性强的农民工仍领不到高温津贴，或是常遭打折扣。有的老板不按规定按月份发放，竟按超过３５°Ｃ的高温天气具体天数发放，有的单位用绿豆、饮料等防暑降温物资“冲抵”，蒙混过关。<br><br>除高温津贴外，相关文件还规定：日最高气温达到４０°Ｃ以上还应停止当日室外露天作业；日最高气温为３７°Ｃ至４０°Ｃ，最高温的３小时不得室外露天作业，且全天作业时间累计不得超过６小时。因高温天气停止工作、缩短工作时间的，用人单位不得扣除或降低劳动者工资。然而，记者近日采访发现，在午后烈日下的北京大街上不仅不乏园林工、清洁工的身影，而且记者随机询问，仍有人不知道“高温工时规定”，多数表示“并未指望能足额拿到高温津贴”。<br><br>全国总工会表示，各级工会要督促用人单位严格遵守高温作业时间要求，重点督促企业落实按时、足额发放“高温津贴”费用，不得以发放钱物来替代提供防暑降温饮料，凡属防暑降温饮料的不得冲抵高温津贴。<br><br>高温津贴制度落实不到位，不仅是对劳动者利益的侵害，也损害着国家的法治形象。加大执法检查力度，使高温津贴按要求严格纳入工资总额得以兑现，敦促权益落地，才能为广大劳动者带来夏日里难得的清凉。</font>
